The Lok Satta Party has, for the first time in India’s political history, successfully tried primary election as a means to choose its candidate for contesting a municipal election.
The occasion is the by-election to a ward in Tenali municipality of Guntur district in Andhra Pradesh scheduled to take place on July 9, 2007.
Unlike traditional parties which choose candidates and foist them on people, the Lok Satta Party as a matter of policy decided to leave the choice of candidate to voters in the ward. It short-listed two candidates – Mr. U. Kusuma Harnath Babu and Mr.M.R.Rao - and asked voters to choose either of them in a secret ballot. It organized the primary election from 8 am to 12 noon on June 26 by improvising polling booths.
Of the 2700 voters in the ward, 320, a majority of them women, took part in the poll. Mr. Harinath Babu, who polled 161 votes against M.R.Rao’s 156, was declared the Lok Satta candidate. Three votes were found invalid.
Mr.M.R.Rao, who lost in the Lok Satta race, withdrew his candidature, pledging to support Lok Satta’s cause for new political culture.
Mr.I.Rama Murthy and Mr.S.Narendra, Guntur District and Teanali town Lok Satta Coordinators respectively, organized the primary election.
The Lok Satta Party will be replicating the primary system for selection of candidates in all elections, including those to the Greater Hyderabad Municipal Corporation.
