I) 2^(4+1) + 9 in this all given numbers are used i.e 2,4,1,9 the second step is explanation only
Read the question carefully ' using only 4 operations +,-,*,/ ' or operators
some times to the power of written as '**'(using two asterisks).we have to use +,-,*,/ opertors
2**(4+1)+9 =41
III)There is a difference between numbers and digits,you can make numbers from the given digits
IV)'!' means factorial 5! means 5*4*3*2*1=120

There is no mention of rasing to the power. Of course you can argue that 2*2*2*2*2+9 = 41 .But in thia 1 is not used and 2 is repeated 4 times more which is against the rule.

Only digits shall come not decimals. How you can take 42 ? there is no operation between 4 and 2 like addition, subtraction, division or multiplication.

Thatv worke out to 21 and not 41.
4+(9*2)-1 = 4+18-1= 21
What is that mark ' ! '?

one of the possible solution with 9,4,2,1 numbers is
2^(4+1) + 9 = 2^5 + 9 = 32 + 9 = 41
2^(4+1) means 2 to the power of 5, i.e 2*2*2*2*2
