Local officials of the Mandal Revenue Office in Kurnool had issued residential certificates while concerned police officials failed to inspect applicants' residences to verify their antecedents.
Salem's passport was issued in the name of Ramil Kamal Malik. He gave his residential address as House Number 17/107, RT Street, Kurnool. Bedi's passport was issued in the name of Sana Malik Kamal with a fictitious address in the same town. Sabeena Azmi obtained a passport in the name of Neha Asif Jafri.
The RPO had dispatched the passport for Neha on Sep 18, 2001 while the passports for Sana Malik Kamal (No B 5802508) and Ramil Kamal Malik (No B 5804689) were sent on Sep 20 and 28 respectively.
Though the passports were sent on fake addresses furnished by the trio, they managed to obtain them through an agent Hamid, who is still at large.
The fraud was detected in February 2002 when the Intelligence Bureau got a tip that Salem and Bedi used these passports during a trip to Dubai. The RPO cancelled the passports in March 2002 and alerted all the airports and checkpoints in the country. By then, the gangster and the two women had reportedly fled the country.
Kurnool police said they would not seek remand of Bedi in the fake passport case. District Superintendent of Police B. Malla Reddy said 11 people, including employees of Mandal Revenue Office, were arrested in the case that was later transferred to the Central Bureau of Investigation (CBI).
