I would say 'It is our inability to control terrorists groups'. If there is a strong desire and will why don't we do this? We have to improve infrastructure to support our will. Whenever we talk about development we blame the papulation, but we have no more chance to blame papulation seeing country beside us, China. China has more than the papulation we have, it is shining, really.
Why there are no terrorist activities. They are able to face any adverse situation.
