to my knowledge no amendments were proposed by sankara, raamaanuja or Madhwa. They have tried to iterpret what is given in the scriptures and advocated their own phylosophy as to how to attain salvation. The real dharma does not change eg. you should not desire the other man's wife, you should not harm others etc.,. The other things which change with time are instead of doing penace for tens of thousands of years in krutayuga -- you have to meditate on the God for some time and do the naamasmaraNa alltime in kaliyuga. Like wise braahmins will be worshipped in all three yugas except in kaliyuga(the no. who do will be neglible)

Always there ia an objective for the changes being took place in the world of soceity. Exactly it's not good or bad it's acceptable / non-acceptable. When some unwanted things happen in the soceity ( like public sex, prostitution) new social laws will emerge to control such elements / activities.Which is ultimately linkedup with the religion. Today most of the politicians are afraid of fundamentalists and they keep them away from the law; Some countries are still practicing the law by fundamentalists; Incase of India the fundamentalists losr their hold grip totally because finally they loose business first than anyone elase in the world.
As you said we have always a set of rules aside and the people to practice whereever practicable; If you apply this frame or policy to Indian soceity you will find the ultimate result / goal / target and it's present status.
