I too received this mail around 1 Year back. So its just one of the forwarded mails, ignore it. The HIV Virus cant survive at room temperature! It will be gone for good at outside temperature, so spreading of virus because of eating out is out of question.

In your case i guess the child got transmitted in the hospital via needles etc but not thru panipuri vaala
