| Dear Sri K Sai Kiran Kumar garu,
I am not going to change my opinion on the subject, just as you are not likely. However for the last time, I am putting across my comments on your last set of comments. Your comments in brackets.
(Damage is damage. Your argument that bigger states can absorb bigger damages does n't go well. How well, you think, the North-Eastern states are coping-up with the terrorism? I hope, tomorrow, you wouldn't say that the entire corridor from Nepal Border till Karnataka be made as a BIGGER STATE in order to cope-up with Naxals attack!!)
The point is , presently AP is doing OK on the Naxal front. If it is divided into smaller states, it will no more do fine. ……. J&K and NE states are on a different plane. Huge army is deployed there.
(I think, it is a blunder to leave Naxals' problem with State Governments. It is a national subject. Centre should address it in more effective manner.)
In a federal structure, states cannot always have the cake and eat it too. Centre can only help.
(I think, Telangana is not a demand for a separate country. They remain part and parcel of India. Where is the question of getting divided!!)
What was said was the state being divided into smaller states;
(Since you are talking about Agriculture, let me give you few points on Irrigation :
About 68.5 % of Catchment Area of Krishna and 69% of Catchment Area of Godavri are in this region. Had this water been utilised, Telangana wouldn’t have to suffer lack of irrigation and drinking water………………………………................................................
………………………………........................................................................................................................
In nutshell, considering the major irrigation projects in AP, an overwhelming 74.25 % of Coastal Andhra is getting benefitted where as Telangana’s share is only 18.2 % and Rayalaseema 7.5%.)
Water tribunal awards are the means to monitor the equitable distribution of water when the infrastructure viz. dams / canals etc already exist on the ground, which is presently not the case with Rayalaseema and Telangana. That is why all this discussion about the development of Rayalaseema and Telangana
(I have asked you about the duration of CMs from Telangana. All four put together did not last more than 5 years, I suppose.)
Put together, they lasted close to ELEVEN years; not FIVE years as you supposed. And in case of more backward Rayalaseema, the CMs from there held power for TWENTYTWO years. Therefore, there was no lack of intention or goodwill from the powers that be, and the goodwill was also not fleeting. What was required, as I said , was sustained and focussed efforts, which I said the present govt seems to be putting in……. By the way, I have no political affiliations and am an ordinary observer of the political / economic / social/cultural scene.
(As I said earlier, MCR or KCR have only joined the Telangana Movement. Once Telangana is formed, Telanganaites will decide the future of these politicians.)
The movement, if one can call it that, has been there for a greater part of the existence of the state. It has been an on/off movement. It has thrown up these two leaders. In any case, present conditions do not seem favourable, because while it may suit the political ends of BJP and TRS, it does not suit the Congress, Communist parties, RJD, SP etc. who form a large chunk of the ruling coalition.

The following are my comments on your comments in brackets, on my earlier comments on the article.
(Absolutely true. These are the best examples for Political Opportunism. As long as they help people aspirations, we must welcome them)
How has this sudden love for ‘peoples aspirations’ surfaced in BJP only now?. It is because the BJP thinks that there is no hope of TDP aligning with it now and also if it can wean away the TRS from UPA, it will weaken the UPA ; this also suits the erstwhile disgruntled Telangana BJP leaders, who were unable to express their displeasure to their central leaders , for the stand taken earlier, on Telangana

(It is an opinionated view. Maoists were always powerful in those areas of Chattisgarh and Jarkhand. Then, what about the attack on a CM of A P? What about the presence of Maoists in Srikakulam, VijayanagaraM, VisakhapatnaM, Guntur, Prakasam and Nellore? How come a Bigger State like AP couldn't take tougher stand? That too, for so many years?)
When Chattisgarh and Jharkhand were part of M P and Bihar, the Maoists couldn’t create the present scale of havoc for those bigger states because bigger states could better absorb the damages. No body says there is no naxalism at all in Andhra area ; what must be noted is if Telangana, Andhra and Rayalaseema become different states, they will surely join the ranks of present Chattisgarh and Jharkhand states in their inability to withstand the Maoists. One must be aware that it is only very recently, the Home Ministry at the centre held up A P as the model state, for tackling Naxal menace effectively. Surely that will not be the case, if the state is divided. Divided families cannot individually withstand attacks, like a joint family.

(Can you please substantiate how Telangana and Rayalaseema are geographycally backward? Also, can you please explain the 'Deliberate coincidence' of a seaparate 'Rayalaseema Demand'.)
It was not stated that Telangana and Rayalaseema are ‘geographically backward’. What was said was that these areas are geographically ‘difficult to develop’; considering the terrain, nature of water bodies, land-locked nature and climatic features which are not as amenable to agricultural operations as the coastal areas. If the demand for Telangana is considered justified, the demand for sepearate Rayalaseema is even more justified because Rayalaseema is the least developed of the three regions.

(Can you please throw some light on the duration of CMs from Telangana area?)
Please take a look at the number of C Ms from Telangana , Rayalaseema and Andhra areas, which was referred in my comments.
Telangana : P V Narasimha Rao, Jalagam Vengal Rao, Marri Chenna Reddy, T Anjaiah
Rayalaseema : N Sanjeeva Reddy, D Sanjivaiah, Kotla Vijaya Bhaskar Reddy, N Janardhan Reddy, N Chandrababu Naidu, YS Rajasekhar Reddy
Andhra: Kasu Brahmananda Reddy, NT Rama Rao
Almost all of them seem to have been listed above.
If it was a simple and easy matter to quickly develop Rayalaseema and Telangana, the illustrious persons listed above would have definitely done so. Considering the numbers above, the duration of each is not so very critical, for this argument.

(I don't think Telangana people are ill-informed about any thing related to Telangana and it's development and growth.)
It was never said that all Telangana people are ill-informed. However, what was said was that there are people who place their self interest above that of the region as a whole.
(Separate Telangana is a people’s movement. Politicians, whether Chenna Reddy then or KCR now have joined the movement. We need political mechanism to make the movement a success, whatever be the intentions of these politicians. So, atleast for now, we must respect the people’s aspirations. Once the state is formed, then the future of these parties will be decided by the people of Telangana).
Where would have been the ‘people’s movement ‘, without Chenna Reddy then and KCR now ? And everyone knows the real intent of Chenna Reddy then and KCR now. Unfortunately, most of the ill- informed and even a few intelligent people, fall prey to the machinations of the self-serving ’leaders’.
Posted by: Mr. Rajman Soman At: 14, Apr 2006 8:39:22 PM IST A BJP leader saying that if they come to power, they would carve out 'Telangana', is quite understandable, knowing how our politicians think and talk when they are out of power. Had Telugu Desam party not abandoned BJP, BJP leaders wouldn't talk the way they are doing now, since they didn't dare do so when TDP was supporting them, when they were in power.
Coming to 'paripalana soulabhyam' that the BJP leader is talking about, it is not borne out by facts; if we look at the states CHATTISGARH and JHARKHAND that they had carved out, with some fan-fare, we know how Maoists are ruling the roost in these two states. It is simply because these small states do not have the where with all to meet such challenges. If 'Telangana'comes about, the situation is expected to be worse than that in the two small states mentioned above, because before those small states were formed, Maoists were not known to be so powerful in those areas, whereas it is a well known fact that Maoists hold sway in large tracts of Telangana. If anything, Maoists are likely to 'rule Telangana' by proxy.
Besides Telangana, Rayalaseema is also a backward region ; it is so not because the coastal people are 'wicked', but because geographycally, these two regions were much more difficult to develop, compared to the coastal areas; this is inspite of the fact that the number of chief ministers from Telangana and Rayalaseema is much more than that from coastal districts. The solution for development of these two regions lies in sustained and focussed efforts which the present gove seems to be engaged in.
One aspect that is glaring is that all the talk of Telangana comes mainly from politicians and people who are generally ill-informed or those who think they will have access to levers of power in the newly formed state. Otherwise, ordinary citizens are simply not bothered and in fact, look at all this with some disgust.
