| Primary Education has been the most neglected aspect of our entire Education system. As you have rightly pointed out, Institutional structure to deliver 'Sarva Siksha Abhiyan' is designed for active curruption.Though the intentions(decrease red tapism to provide flexible and accessable funding) behind creating this structure is noble.But, if you fill these structures with government officals who are so used to curruption, how do we expect things to change.
Apart from that, Indian state has failed to attarct best of the teachers in primary education.Low payments of primary teachers is the main issue and also social status being the second. In developed countries Primary education is valued as much as university education and pay scales are almost similar. As long as you cannot get best teachers to teach our future generation things would remain as they are.
