As the great man Sen said, the businessman should have the freedom to decide where to setup the industry - and it is up to the businessman to acquire the land. Government should not get involved and political parties should not get involved.
When politics are involved, then, the businessman asks for a favour from the government to get the land for cheaper price and it will create tensions.
If the businessman is really capable, let him buy the land in the heart of the city on his/her own - without any political involvement. When you separate politics from the business, then, the real market situation will emerge.
Businesses who are not capable of buying the land near cities will automatically go to backward places and start industries. This is purely supply/demand, money/value relationship.
On the other hand, I am really upset TATAs decided to setup the plant near the city. If it is a small company, then, we can understand - but it is TATAs. They are as big as Indian Government. They can build a completely new city in a totally backward area. They have the experience, capability and money. As we all know, they built many cities like that earlier, decades ago. Why not now?
