A really good question!
Yes, certain combinations should not happen. But unfortunately, in today's world you see a lot of such un-holy combinations everywhere.
Example:
Criminals - Police (very simple and easy example)
Government - Press (it's shame that each political party has its own news paper today)
Government - Writers
Income Tax Officials - Businessmen
Politicians - Businessmen
Politicians - Journalists
Journalists - Businessmen
It's up to the people - they could be voters or consumers - to decide.
