| Why should we get/give anything FREE. Getting everything free is not possible even in communist countries!!!
Even my servent maid does not render one small extra work free(as simple as dumping the garbage outside for collection) as it was not part of her defined scope of work.
Free does not work in any community any time!!!

Well, we appreciat your time for the above article. Partially its pretty good. But practically Indian government can't arrange all of these for free of charge. The main problem is Taxation. And never ever compare facilities in India with USA. Thats a different world, India can never go at that par, in another 1000 years, may be more than that.
Perhaps, it was not only govt's mistake but also the citizens of India. In USA goverment make taxes from above 90% of the citizens, but in India, this percentage is less than 5%. And its open govt. strategy that national taxes makes the difference with facilities in the country. In that way, I think Indian govt, can never ever organize 'necessary' facilities in India for FREE. Hats-off to Indian Politics.

In US too, they charge for these facilities, in the form of highway tolls. Each time we get on to a highway, we have to pay the tax.
