Ours is a construction company, which execute the projects in the line of Civil, Electrical and Mechanical. I was posted one of the sites situated in Nepal near the foothill of wolds’ well-noted mount Everest (locally called Sagarmaata in Nepali). The site was very interior inside the forest and we used to face lot of problems due to the poor infrastructure. Every site got its own style of working to the tune of the construction Manager. In our company, construction manager is like a king having lot of powers of awarding sub-contracts, purchase material, appointing employees, maintain the Administration and so on. In other words he is all in all.
As the site is started just then, we planned to stay in a hotel in the nearby town and monitor the site every day. We hired a local vehicle on monthly basis and started our routine. Daily travelling around 150 KM through beautiful green forest I used to enjoy the nature simultaneously working in the Bank of popular river Koshi.
After 15 days, we bound to shift our setup from the Hotel to site as the staff and Engineers are started reaching and reporting for the work. We have appointed a local cook and made the arrangement for site mess.
We started facing problems for fetching Milk and vegetables from the nearby village as we have only one vehicle and cook is busy in cooking. Providing a mess helper came to the cost control aspect. Okay we can manage vegetables but every morning we need milk to serve bed teas to all our team. No body is ready to supply milk to our camp even we are ready to pay more money. A week passed with this problem. I got an idea of purchase a Cow or Buffalo and sell it off at the end of the project. Our Construction Manager agreed and accepted my idea. Mess members are not ready for contributing any amount for the Buffalo then our manager proposed to have the money from the company’s account. We constructed one more shed for the Buffalo and went to the Village to inquire for purchasing a Buffalo. Our Stores man objected our procedure and hence there was no other go except calling quotations from our regular material supply vendors. They are new to quote this item but our Construction Manager solved this problem by giving 10 percent profit to actual price. Our people bargained the price and brought the Buffalo to our site office. The vendor raised Bill with his 10% profit. Store man contacted our head office to know how take this Buffalo into his Stores account as it do not come into any of the heads of consumable, durable, fixed asset. However, he was suggested to take into miscellaneous account and accordingly he acted.
Now our second chapter started with the Buffalo on the first day itself. Who will be the in-charge for the Buffalo who look after the food and water arrangements? It falls on the mess manager who is looking the mess in addition to his own specified duties. All the way he has been sent to purchase food for the Buffalo. He purchased grass, food grains required for the Buffalo for a week. As per the stores procedures again our stores man objected to take the food items of Buffalo into his consumable account. We all explained the storekeeper and made him agree after we promise to give one glass of pure milk every evening. Our local vendor also agreed to supply the required food for the Buffalo.
Our Construction Manager was basically born and brought up in the environment of village. He was very much interested to take out the milk, as he knows the trick. The next morning he waked up early and reached to the Buffalo with Big vessel for extract milk. He sat near the Buffalo and touched its nipple to start taking out the milk. We saw the Construction manager in the air and understood that the Buffalo kicked him like a football player kicking the ball to a goal. We all took him to Hospital after giving the first aid. We explained everything to the doctor since from the starting of our Buffalo Project. He has treated him. We all recalled the situation enjoyed the scene at least for a week. Our Manager recovered from the injury and resumed to his routine works. Our typist took the milk extraction duty and our Buffalo project is running smoothly. A month passed and our Mess Manager calculated the cost of milk that was reasonable. We were happy to have pure fresh Milk every day. Our officers who used to visit our site also appreciated our efforts.
In our company, all the employees are free to point out any type of matter. Our electrician, fitter and mechanic were jealous of getting appreciation from all quarters for the Buffalo project. They objected for not accounting the money, which we can earn by selling the dung to the needy to use as fertilizer in the paddy fields, and also pointed out for not selling the surplus milk. They informed HO that the concerned quality control department at the time of purchase did not inspect Buffalo. We came across this hurdle by taking inspections waive report, as we have no such engineers in the department to qualify the Buffalo.
One day early morning we surprised to note from the information by our typist that the Buffalo was not in the shed. This news spread to all our employees and officers. There was no tea that morning to anybody. We all including our Manager went in search of the Buffalo which found in the evening at a village that around six KM from our site. The Villager tied it to a pillar and he demanded two thousand rupees for the crop that destroyed by our Buffalo. We argued and settled the matter with Rs.500/-. We brought back our Buffalo and appointed a local fellow for looking after the same. Though our Manager is having power of appointing a candidate locally, our personnel department to adhere the company’s employment system has objected it. We compelled to complete the procedure.
We passed six months smoothly. The milk of the Buffalo came to less quantity than the initial stage, which lead to insufficient to our requirement. We proposed to purchase one more Buffalo as we have a full time employee looking after the animal. By then we became popular to those surroundings and got many offers. At the same time, our neighboring company requested us to supply the milk, as they are unable to follow our system as their company do not accept. We happily accepted their proposal as we may get much surplus of milk after our consumption.
We purchased the second Buffalo and extended the area of our shed. This purchase also followed the rules of our stores and our regular material supplier got 10 percent profit for giving required quotations and invoices. But our Audit department objected our action for purchasing a same item in different rates as the invoice-contained nomenclature of Buffalo on the both documents. This became a pending issue of our project being answered by our Construction Manager till now.
One day we came to know from our Construction Manager who came from a Progress Review Meeting with Client and Consultant, that a request to supply of required milk to their colonies as they are not getting it good quality from the local market. Obviously our man accepted their proposal and we know that we cannot demand the cost as we have many obligations with them starting from passing bill, certifying our works and payments. This action leads us to purchase four more Buffaloes. We called our Head Office for approving the purchase of four more Buffaloes and appointing two to three care takers on full time basis to cater the milk all the above.
Our Head Office directly involved placing purchase orders on vendors this time. After having long discussions over phone several times, manipulating quotations of three different names of the firms, we received the purchase order on a vendor (We have actually only one vendor in different names) with so many terms and conditions. This profited to our vendor enjoys the profit without doing any thing except cashing the cheque paying the actual rate to the villager who supplied the Buffaloes.
We successfully employed three local fellows as care takers through our HO. Our Buffalo project simultaneously going with our original project. After one year, we came to conclude our original project but continued this Buffalo project for another six months as our Client and Consultant requested for supply of milk (on free of cost). For this we got approval to keep one officer there with a cook to cater food for Caretakers and officer. After two years I came to know that our Buffalo project is still existed and the officer is managing the show even it is loss to our company as he can enjoy the foreign allowance, as Nepal is foreign country.
We never calculated the cost of phone calls, fax messages, tour expenses of our Buffalo project. We know we have lot of unnecessary expenses for our original project and who bothers for this Buffalo project whether it is loss or profit. But I surprised the idea of this officer who is looking this Buffalo Project who wants to sell all the Buffaloes at the end of the project and show the Head Office a documented evidence that the Buffaloes were stolen.
