A Lesson for Everyone

During the last one month there has been a sharp rise in extremist activity across India. Extremist violence per se is not a new phenomenon but the magnitude of violence however, shocked the sensibilities of people. Incoherent policies, opportunistic political parties and apathetic civil society, as a nation we are still groping in darkness in understanding the nuances of terrorism. An analysis of the Four Incidents- Increased militancy in J&K, the Mumbai bomb blasts, the Maoist attack on Salwa-judum rescue camp in Chattisghad and the encounter of Sri Madhav, Maoist State Secretary of Andhra Pradesh- that have happened in a span of 30 days reveal the quintessential lacunae in our approach towards terrorism and offer many lessons to each one of us towards shaping our response to terrorism. In particular, the response of the state government and central governments, civil society, media and political parties to each of these incidents needs special scrutiny and analysis to understand whether there is some incoherence and discordance in their response to terrorism. 1) In J&K for the first time the militants targeted the innocent tourists. The increased militant activity should be seen against the reported soft policy that the UPA government has been practicing since it came to power. The militancy in J&K has a history of more than thirty years. During these 30 years different government belonging to different political parties ruled the nation. All of us are aware, that the J&K militancy is an important national problem with its repercussions on internal security. Engaging Pakistan for peaceful solution is one thing and tackling militancy is a different thing. However, our national policy towards militancy in J&K has been utterly inconsistent and lacked focus and vision. One of the reasons for the current spate of violence in J&K is put down to the soft policies of the present government.
