Protection of the Land – A responsibility of the state There have been reports in a section of media that the Central Government is toying with the idea of bringing out an Act to regulate the land price across the nation. The proposed Act takes into cognizance the fact that some realtors are indulging in a large scale acquisition of land in developing and developed cities and thus acquired land is being used for commercial ventures. This activity, the government feels, is creating artificial scarcity of land resulting in the escalation of price. Though all the details of proposed Act are yet to come, what delights everyone is the fact that the government finally realized its constitutional, legal and moral responsibility of protecting people’s land and regulating its price. This act if comes into force denies access of land to the whims of market forces. The Central Government proposal couldn’t have come at a better time. Land is crucial to human existence. Life of a man is inextricably intertwined with land for millions of people depend on land for livelihood across the length and breadth of the nation. For that matter, land in any society or in any system of governance, democratic or despotic, is crucial for human survival and sustenance. Irrespective of the tenor of the governance, all governments have always considered land a vital factor. The primary objective of the revenue administration is to protect and preserve the people’s land. Moreover in democracy, government ought to perform certain welfare functions which include among numerous things construction of houses to the deprived sections of society. The proposal of the central government should act as an eye-opener to the government of Andhra Pradesh ,for this is the government which not only supported the escalation of land price but made a policy decision to the sell the land for revenue mobilization. Perhaps this is the only government in the history which has made selling land a policy for revenue mobilization.
