The Errabolu incident reveals the utter inconsistency in the very policy formulation of the Central Government. It has been aware that Naxalites and Maoists are spread across the nation and by their own admission it affected more than 163 districts in 13 states of India. There have been reports that the Maoist of India and the Maoist of Nepal have an alliance. Further there have been reports that the Maoists have a link with the ISI and other terrorist organizations working in different parts of the world. Despite this awareness, the central government for purely political reasons allowed the government of Andhra Pradesh to lift the ban on PWG and allowed ceasefire. It is believed that Naxalites of Orissa, Chattisghad, and Maharastra and of course with their mentors and leaders in Andhra Pradesh used the period of ceasefire to mobilize resources both in terms of infrastructure and in terms of finance. In fact, the present Home Minister Shivraj patil was on record in the Lok Sabha that Naxalites issue did not require a national perspective and the individual states are free to formulate their policies. After the recent attack of Maoists in Errabolu, the same home minister talks of the imperative of taking a national perspective while tackling the extremists. The decision of the AP government in announcing ceasefire and in allowing naxalites hold public meeting was purely a political decision since the TDP had taken a stance against naxalites in the wake of the attack on the then chief minister Chandrababu Naidu. The Central Government supported the decision of AP government for political reasons. While dealing a serious Law and Order issue we have allowed political considerations to sneak in. The inconsistent policy of the State and Central Governments was surely responsible for the massacre in Errabolu. 4) The Maoist State Secretary of Andhra Pradesh Shri Madhav died in an encounter in Nalamala. The killing of Madhav along with seven others in an encounter has been considered significant for the police. Different parties responded differently to the encounter. While this difference is natural, the TDP’s response shocked and surprised everyone specially those who have been following TDP politics and policies. The TDP in the past preferred to dissolve AP assembly almost a year before its duration and went to people with a call to unite them against naxalites.
