There are genuine beggars and bogus beggars. But we dont know in the first place who is genuine or not and we dont have time to analyse that before giving money to them.So sometimes the results will be good(LIke they dont misuse our money) and sometimes the results will be bad(misusing of money).Government, system alone can do fully to prevent arising of beggars in our society. But in case governement not successful fully in this, becoming beggars is not a wrong thing to feed themselves in case if they are not left with any options to earn money. But some people out of laziness becomes beggars as they feel it is the easy job to raise money. But handicapped people or old people or some women etc can be extended the help as they are genuine beggars. But if the person is young and looks healthy,so there is no point in encouraging and supporting them.Sometimes one bogus beggar leads to another bogus beggar and i saw many in chennai when i was there. Now i dont know hows the situation but that time i felt sometimes nuisance with these people as there are many around and making lot of noises(in the train) and all are bogus people. But i saw some blind people( handicapped too) and i helped them. @santhosh ur opinion is correct. I will help based on their condition, and Iwon't help them when they are perfectly alright. my principle is if i hekp perfectly alright beggar then they weill think that "we are gaeeting money and why should we work?". We should combinedly stop to help the beggars which are alright.
