I had this problem before, but i changed encoding type and it worked. May be your telugu font option is off. But if that is the case then you should be seeing palin english in place of telugu characters, but not strange ones. Sorry sir thats all I know :(

Try doing this and see. If you using internet explorer, on top menus goto view->encoding and select auto option :)
