But buddha was going aginst them and he gained so many followers and vedic rituals were losing hold in the masses. By that story of agni puraaNa, they wanted to establish animal sacrifice was great. So vishNu in budda avataara, did this sort of negative campaign so that demons would follow budda, would lose thier energy. Thats that part of story.
But again according to many it was Sankaracharya who introduced budda into dasavataara. Becuase Buddism and sankarcharyas advaitam has some basic principles in common and also he wanted to stop conversions from hinduism to buddism. Some say its jayadEva, who introduced him into dasavataras through his astapadis or ekadasapadis. Still some Orthodox hindu school do not consider budda as part of dasavataaraas.

Briefly, as far as I know, buddas influence was very much in that time. He started teaching against vaidika karmakaanDaas at that time. So many people and kings came under his ifluence and started taking budhism. Because of this popularity they have inlcuded budda into dasavataaraas. Probably you can find many references. I will try and see if i can give any. I would like if anyone correct me .

then what is the use of it ,if nobody is following the good things in it? Is it just limited for reading and considering as "Pavitra grantham"?

They have this story of buddha in agnipuraaNa.
