Mine is a layman's english.Your's was a typographical error.Before you clarified I have consulted my dictionaries but I could not find it.So I thought that it could be a Scientific term of your profession.
It may be a hurddle in my discussion if I proceed without knowing the meaning of a significant word or if I interpret it as I like.I do not pinpoint frivolously at the spelling or even at the syntax as long as I can understand the idea or sense from a sentence.

Women are underdeveloped in this country for the past 59 years bacause they dont have and support at domestic level. If that is given (something like Mother in law baby sitting her Kid or Husband helping her in hte kitchen while she goes to work/school) it will not take more than 2 generations (10 years) for the women to develop, but in contrast, if you give reservations without any domestic support, itz gonna be a futile attempt, because they would never reach the the people who actually need them.
IF YOU HAVE GROUND LEVEL SUPPORT, RESERVATIONS ARE REDUNDANT AND NOT NEEDED.
IF U DONT HAVE GROUND LEVEL SUPPORT, THEN RESERVATIONS ARE USELESS//

Until 30 years back there were hunger deaths in India.Imagine the number of hunger deaths 60 years back.30 years ago even the developmental status of our country was poor.60 years ago it was still more poor.The population of India in the year 1947 was very small.Now the population is more than 100 crores.
From 1947 to till this date 3 to 4 generations have passed.An average life span of a man was 55 years earlier and now 60 years.If there are no reservations to the backward classes this much of development as said wouldnot have been there.
Put in abeyance the principles and doctrines of Economics for some time.A labourer works for a whole day and gets Rs.100/-.That means he gets Rs.3000/- per month if he is working for 30 days a month.While so an Engineer gets Rs.20,000/- per month.An Engineer also contributes to the construction of a flyoever bridge and a labourer also contributes to it.You cannot construct the flyoever bridge without the Engineer as well as the labourers.But there will be so much of difference between the two in terms of their payment.But in US the labourers also get a sufficent remuneration.Then what mistake has the labourer in India has done?
This is because due to the orthodox increase in the population, which was beyond the control of the government too.
Again, going by the statistics the government has found that a large number of downtrodden people belonged to cetain communities or castes, barring a few of them.Therefore the people and their children of these communities or castes are downtrodden and the children of certain communities or castes people (now forward caste)are well placed.This is because a rich father could afford to spend more money to his son for his education and a poor father could not do so.Hence the government thought of giving an upper hand to them by way of reservations (even in the US there is Blacks Act).Inspite of this there is still backwardness in some communities because of the the huge population and not that the number of backward people are not being given opportunities.
Now coming to the point of creches, baby care centers, welfare centers etc., I must tell you that there are several industries which have been providing them in India.The functions of these are that if there are working women their children are put there so that these centers will take care of them enabling these working women to attend to their duties.There may not be ground level or domestic support to the women because of orthodox thinking of their men.But these men may be tempted if reservations to women are given and as a result may send their women to employment or educations.
The government or the society will not see the development of a few people to the levels of Kalpana Chawla.Instead it will see that a large number of people are developed to the levels of an "average" women.

So we should think of development of 33% of women tomorrow and not 50% of women after 5-10 years.Already 59 years have completed after we have got Independence and still there is no development in the women with out the reservations.Then what can we talk of 5-10 years ?

I know the meaning of the word "MINUSCULE", but you have spelt it as "MINISCULE".So I just wanted to have clarification of the word and context.

Example (women reservations only):-
If there are 30 seats in B.Tech in an Institution, as per the reservations there must be 10 girl students.Then the counselling officers will first give admissions to candidates in open category (both boys and girls) who got ranks from 1 to 20 and fill up 20 seats.
In these 20 seats there may be girls also (merit).
Assume that there are 5 girl students in the first 20 seats.Then the counselling officers will give admissions to only 5 more girl students under the reservation for women category but will not give admissions to 10 girl students.That means 5 girls are in merit along with men equally and another 5 girls are only under the reservation quota.The same procedure is followed in employment also.You should call this percentage as MINUSCULE.
Let us come to the point of development of 33% of women tomorrow or 50% of women after 5-10 years.I must first tell you that the reservations for women is only in the government employment and not in the private sector.The merit women who are competing equally with men will any how be obsorbed in the private sector if they are not interested in the government employment.After deducting these merit women the remaining women candidates only will try for the government employment and may be obsorbed.

If the government thinks that the reservations for women will develop them,it is definitely a good thought.But if the Bill for reservations for women in the Parliament Seats is not getting passed, I say it is bad and I never supported it.But how can we say that 33% reservations for women in other fields is bad just because the Bill didnot get passed?

(You cant say its due to males, since .. Males have signed the bill that gave 33% for women in education and Men have written the IPC that is extremely biased towards the women and I can give you many mroe examples)

About Reservations, I do understand your perspective -- but the thing here is that .. just because the Govt has taken some decision it need not be correct - or else we would never have had the concept of a Roll-Back.
Imagine 2 scenarios ....

The Govt sees things only for political reasons - because it lacks will to empower and develop women completely, it is trying to pamper the women with reservations ...

I know that the discussion is about what is good for the womenfolk vis a vis the rights and not what the government wants to see.
In the first place I must tell you that it is because you have posted your views on the reservations for women I have made an attempt to clarify why the government has made the reservations for women as a rule.
And also I must tell you that only after taking expert opinion from Sociologists, Economists, and other necessary experts the government will come to a conclusion.That means ultimately it amounts to the welfare of womenfolk.
It is not completly appropriate to say that Government is trying to pamper the women with reservations.Government has statistics and keeping in view the sociological, economical and other factors will come to a conclusion that reservations may help in bringing up the women.
Before independence women were not having the right to vote.Later on government thought that women should be given the right to vote.Like that government will from time to time do the necessary things for the development of women.
If you say that government want to pamper the women with reservations, then I must tell you that from the date the RESERVATIONS FOR WOMEN was made a rule three different governments have changed.Then the women should have voted to power only the political party which made this rule.But that government didnot come to power.
