Religion is to reach/find God in his secured place. Irreligion is also to stay within the God but subjected to conditioned life. God can be identified as a house (Supersoul) with garden around. Purpose of religion is to find God's home (secured position) and irreligion is to find his garden (weathered state) and the condition of not able to see the house. As far as God is concerned he is aware of his both states. So He is religious and also irreligious.
Without being, he can't be God! This is a very complicated and very exciting topic. Thanks for lighting the matter! I offer my humble obeisances to Christ (Christ or Krishna/Rama etc.. refer to the same only one, the God) for giving me an inspiration to react to this topic. Any flaws are mine but not due to HIM. Man never existed before God did, so he didn't need to be irreligious. Of course now also several men do not believe in God. They never bother him because just not believing in God do not effect neither him nor his believers. Man wants to enjoy the way he wants. God too wants the man's will fulfilled but by a set of rules. It is fine to God as long as his believers are not offended to a point by rebellions.

Since our shape is tiny God looks shapeless by logic but by truth indeed he has shape just like a Crow can have a limited view compared to us. God is ominipresent with omnipotency and he is present whenever there is a decline in religion. Yes, irreligion is an inferior nature of God and under acute situation he exhibits his superior spiritual presence. He is impossible for non-believers but easy for dedicated souls. God loves all equal but we treat him different depending on our situated mode.
