A and B : 40 L tanks
C and D : 5 L and 4 L tanks respectively
Initial: A-40 B-40 C-0 D-0
1 : A-40 B-0 C-0 D-0 (Pour out everything from B)
2 : A-20 B-0 C-0 D-0 (Use the C tank to measure 20 and throw it out from A)
3 : A-15 B-0 C-5 D-0
4 : A-15 B-0 C-1 D-4
5 : A-15 B-1 C-0 D-0 (Pour 1L from C into B and empty D)
6 : A-10 B-0 C-5 D-0
7 : A-10 B-1 C-1 D-4
8 : A-10 B-2 C-0 D-0 (Pour 1L from C into B and empty D)
9 : A-5 B-2 C-1 D-4
10 : A-5 B-2 C-1 D-0 (Empty D)
11: A-1 B-2 C-1 D-4
12: A-0 B-2 C-2 D-0 (Move 1L from A to C and empty D)
13: A-0 B-0 C-2 D-2 (Transfer all of B into D)
