Chala baga chepparu kani chala mudi vippani prashanalu kuda unnayi ikkada :) coming to your point of God as you explained, some people pray God for man kind (Of course me). But God influences dreams ante I doubt it but there could be relationship as you said when you beleive in God.
Bhagvat Gita lo Krishnudu emmannadu, he takes care everything only we are playing our roles like chracters in story. ippudu deenini adaaramu chesukoni manamu prayatanamu cheyyakunda untama ledu we will try our level best. Again we say God only help us but you need to put your effort. There are so many similar questions.
Let's assume I got dream like billionaire but it may or may not happen if it happens dream coming true.

1. A series of images, ideas, emotions, and sensations occurring involuntarily in the mind during certain stages of sleep.
2. A condition or achievement that is longed for; an aspiration.
Sometimes u get dreams regarding the things which u may be thinking whole day...and sometimes u get dreams which r wild and not at all related to any specific thing..so they r not controlled.
FANTASY:
1. The creative imagination; unrestrained fancy.
2. An unrealistic or improbable supposition.
Sometimes invention is also the creation of fancy or fantasy..
Donno how god came into picture while discussing fantasy!!...huhhhhhh

I beleive in GOD but not definetly when comes 'dream' or 'fantasy'. I put in this way Fantasy is short in nature and controlled by us. But dream is not in our control which happens if you are stressed or thought more particular thing in a day(indirect stress). Yes some dreams comes just the way to give pleasure or nightmare. Dreams are more closely related with sleep. Fantasy is not the same it's kinda of day dreaming.
I never know this Japanese proverb but we can disucss much more on vision and action.
I would be glad to know about your expeience with God and dream.
Every action need not require Vision :)

Madhukumar - dream and Fantasy both are fictions. Dream comes involuntarily as said by Anupama. Fantasies are in your control that you imagine them i.e infront of you. they are also kinda of dreams. They are also called riverie (day dreams).
both are controlled by brain :)
