reformation is a good idea.. I think it would be better if all prisoners are sent to reformation centers than jails..
but the point is when u have so little resources, would u want to spend the money on reforming a criminal or giving food or education to the next generation or buying medicines for the ill
When you have less resources, they should be channelled in a way they are beneficial to the society.

death penalty is not sufficient for them they should get one of the organs removed from teor body. They should know how horrible the life.My point of view the organ should pennies, so that they can't do sin once again.
