What is Legal english?

I came across 2 new words in this thread ..
1. Dummer ( Though one post says it means "telivilen(i)e ved(h)ava", I couldnt find that word in my dictionary)
2. Provebly
When I typed those words in a word processor, MS WORD nannu Boothulu thittindi .. so Could any of U please explain what those words are and also tell me which dictionary would help me find the meaning of the same?

Well anyway Bhaskar posted stuff in telugu that yo mama use everyday. Oh! speaking of yo mama, I was in LA last weekend, it was drizzling and we were walking in the downtown. Drizzling stopped and there was this spectacular Rainbow in the sky. I was walking by Dunkin Donuts and yo mama was sitting inside stuffing donuts into her face. I stopped by to say hello, but yo mama looked at the rainbow, ran towards it, jumped and sat on it. Guess what happened? Skittles fell all over the downtown.
