Human Rights are those come into picture when Naxals are killed by Police and disappear when Naxals kill people.
Are those come into picture when Police kill terrorists and disappear when Police encounter terrorists, when Police take old preachers, who preach about destruction in India, into their custody. Naxal menace or crime can be curbed by effective police or policing. But when the Government Officials like police involves, who will catch the cat?
Are those doesn't exist when issues like Godhra happen but suddenly emerge out of nowhere when the reaction to Godhra happens.
And this kind of NHRC may be headed by who ever in this world, it functions in the same way as it is doing now. No change at all. And this in un-biased.
Isn't it so?

What does it mean?
Crime by State (as police officials are representatives of the State when they are dealing in the society) is serious than Crime by individual or organisations. If one fails to do so, Crime by State will not be stopped. People realize the importance of Human Rights when police involves in more and more crime leaving no evidence.

Why don't they lament the values morality when Naxals and Terrorists kill poor and innocent people!!

NHRC is headed by a Retired Chief Justice of India.It's comments just can't be called as biased. First of all one should know what is Human Rights!
