| How can anyone come to a conclusion by just interviewing some people? I am a content writer by part time profession and trust me, the whole western countries make comedy of India's English writing and speaking skills. They rate our English as sub-standard. In freelance sites, some project creators even ask Indians, Pakistanis and Bangladeshis to stay away from their projects.
In my view, there is no need for a comparison between ourselves. I saw many North Indians too speaking butler English. The funny thing is, they bid on the projects with sub-standard English in description and promises the employer that they will provide quality content !
The best method for improving the oral and writing skills is, reading the articles in local news papers and try to form sentences in English.

Always Delhi candidates (men/women) come first in their flow of correct English language while speaking (without committing grammar mistakes etc) and immediately comes the group of Tamil candidates (men/women) and next is Kerala, Himachal Pradesh.
Telugu speaking candidates find their place almost in the last. Many men/women commit a great lot of mistakes while talking/writing. in the interviews. Christian Mission schools in TN send a lot of brilliant candidates for teachers posts.
Those present at the interview criticise the Telugus as those speaking butler English, broken English etc etc.
