On the metering lights (when you enter the highway/freeway), why do they have 3 lights when you only need green and red, havent seen a yellow there ever!

Its not whats it called priyz, why are they called 'sulabh complex' in India and restrooms here and then other things followed suit! :p
However we call it Johns too!
