Sai, its not about so much (length) but the time! If its burns for 30 mins, remaining is 30 mins that means it should take 15 mins for the remaining if burnt from both ends!
If you cut it into half, its possible that the first half could be burning for 45 mins itself right ?

correction !
first rope is lit from both ends and
second rope is lit on one end, and the other end is lit upon completion of the first rope! :P

First rope is burnt from both ends, so it'll burn in 30 mins
Second rope is cut into half and all the 4 ends are burnt after the first is burnt, and this should take 15 mins! 30 + 15 = 45 !
