In criminal cases you can give a complaint to the police and the police may issue an FIR , but when the police file it in the Court, the Police will become the Complainant and the persons against whom you have lodged the complaint will become the Accused persons (muddailu) and you will be only a de-facto Complaint that means you are the informant.You will be only a witness, that is, PW1 or with some other number.
Therefore if any husband or his relatives are harrasing the wife/bride for want of dowry only the wife or her relatives can file a complaint and other third parties can only give information to the police about the incident and it is for the police to decide to file the complaint in the Court or not.If the wife is not interested in the criminal complaint, the police will not normally file the complaint in the Court but they will either send the couples for family counselling or they may warn the husband or his relatives.This course of action will be followed by the police to save the family and domestic life of the wife, but they will not simply act on the information given by third parties.

Government of Kerala amended the Dowry Prohibition Act, 1961. Now in Kerala, it's not even aggrieved party may give complaint againt Dowry, but even tertiary kin who are distant relatives can lodge a complaint. But Government of Andhra Pradesh yet to react in this regard.

The heading of the Act itself Prohibits Dowry, but says within a specified time, the dowry taken must be returned to the bride!. Pathetic !

Thank Q Tilakji,
I knew this point.
But how many people follow it?
In that Act, there is a same provision banning publicity about giving or taking or offering Dowry! Please correct me, if I am wrong.
