Giving and taking dowry is not an offence provided it is deposited in the name of the wife/bride within three months from the date of the marriage.However it is an offence if the husband or his relatives are demanding dowry from his wife or her relatives.
In criminal cases you can give a complaint to the police and the police may issue an FIR , but when the police file it in the Court, the Police will become the Complainant and the persons against whom you have lodged the complaint will become the Accused persons (muddailu) and you will be only a de-facto Complaint that means you are the informant.You will be only a witness, that is, PW1 or with some other number.
Therefore if any husband or his relatives are harrasing the wife/bride for want of dowry only the wife or her relatives can file a complaint and other third parties can only give information to the police about the incident and it is for the police to decide to file the complaint in the Court or not.If the wife is not interested in the criminal complaint, the police will not normally file the complaint in the Court but they will either send the couples for family counselling or they may warn the husband or his relatives.This course of action will be followed by the police to save the family and domestic life of the wife, but they will not simply act on the information given by third parties.

Under the Domestic violence laws, even a woman can be booked.You will find that some of the mothers-in-law, sisters-in-law are standing as accused persons before the criminal Courts because they might have committed some offence.However the Courts have powers to acquait a woman even if it is proved, if the offence for which the punishment is less than five years of imprisonment and the said offence is committed for the first time.

Even if they are widows can you write the word "AADAMUNDALU" in the news papers?Is it an acceptable word that can be printed in the news papers?Even if you give to the press their names and addresses with localities where they live, why will they run away?
Only a woman or her relatives can file a complaint against her husband or the relatives of the husband under section 498 A of IPC or the Dowry Prohibition Act, 1961.No other person can file a complaint.So what will happen if you go to the press when you are not having any locus standi?
As per law you cannot publish the names and addresses of woman in a news paper if it is outraging her modesty. Other wise you will be punished under section 509, (upto one year imprisonment) 506,(upto two or seven years imprisonment or even under section 354 (seven years of Imprisonment)of Indian Penal Code and other laws protecting woman.
In fact the woman who are affected may write to the "Press Council of India" against you and the news paper.And the Press Couincil of India will take action against the news paper and you.

You have raised very productive quesitons.
1. Feminism has several types. But womenhood is altogether is different. Right to be a mother is a birth right of any women. But if women crosses the borders that are drawn around her by the society, it will become feminism.
The Person who opposed the dowry need not be a feminist. Any sensible citizen who know something about law can do it.
