You need not spend a single paisa to lodge a PIL. You can file it by writing a letter to the Honourable High Court, but not to individual Judge.
HOnourable HIgh Court of Andhra Pradesh must be the address, but not Honourable (INdividual Judge). Go ahead, if your PIL is rational, it will be taken into consideration.
Or,
If you have any lawyer friend, attach a wakalat to it.
Either one is o.k. to lodge a PIL.

I have not threatened you or any body.I only said that if the news paper gives wrong information or any defamatory news any one can file a defamation suit against the news papers and the concerned.That means even you can file if it affects you or deal with it if it is a Public Interest Litigation (PIL).I said this only to bring to your notice that if your mail or postings is true many people would have filed PILs in the High Court of Andhra Pradesh or in the Supreme Court of India.So far no such petitions are filed in the Courts.Hence I said that the mail is not true.
I have booked a ticket to Tirumala fifteen days back to have darshanam of lord Venkateshwara.My date of journey is on 25.11.2005 ,I will look for any such constructions when I am on the Tirumala Hills.
I am sorry if you think that I have threatened you.But I have not at all threatened you or any body.I only wanted to give you the correct information and the legal remedies that are available to a person in such an event.

One should read the news papers 'between the lines' and understand the meaning underlying in it.If it is a news item, it will mean that some thing has taken place at some place and time.If it is 'letters to the Editor'it means that some individuals opinion to the current affairs.If it is an article, then some attempt made by a person who is specialised in a particular subject.If it is a notification then it may mean that it is either a Tender notification or any other government or any other organisation's announcement.There may also be notifications for "appointments".There may be advertisents.Hence you should read and understand them accordingly.You should not jumble them and take all items as news items.You cannot simply say that it is upto the descretion of a person to beleive it or not.Any one who is affected can always file a defamation suit in a competent Court of law against the concerned people if any
thing goes wrong.

You cannot just beleive the demolition of a traditional temple with out any news items in the news papers, electronic media, radio etc. and more particularily debate in the Assembly, when TTD is the largest in the world.One will know such shocking news even if one is not visiting the lord of seven hills.
As per the text of the back dated news papers as cited in the postings, the BJP leaders have only represented making certain claims.In this case I would like to bring to your notice that the BJP is having some M.L.A.s in the A.P. State Assembly and some M.P.s in the Parliament.They would defenitely make heated discussions in the legislatures and Parliament.But there is no such incident at all.
For your kind information the TTD is governed by the law known as THE HINDU CHARITABLE INSTITUTIONS ACT, 1980 (30 of 1980) and some other laws.As per the said laws only persons who belong to HINDU religion shall be appointed or nominated as the Chairman, Trustees etc.The Executive Officer will have to start the important pujas and other functions of the temple personally or through officers delegated by him in this regard.Hence saying that the Executive Officer has been converted into a Christian is not true.The Executive Officer of TTD is a Senior I.A.S. Officer.He will not change his religion just on the advise of a politician because I.A.S., I.P.S. and other central services Officers cannot be just taken any disciplinary action like other ordinary Public Servants.

There is a law governing the TTD.The Executive Officer of TTD is appointed under this law by the Government of Andhra Pradesh.Like wise there is a Chairman and other members appointed for the TTD by the Government of Andhra Pradesh.The Chairman and the members meet to resolve important policiy matters.The Executive Officer will exercise the powers under the law of the temple.He is the custodian and has many responsibilities pertaining to the TTD.
The day to day administration is also carried out by the Executive Officer and other officers will assist him.The other Officers are the Additional Executive Officers, Deputy Executive Officers, Assistant Executive Officers,Conservator of Forests, Tahsildars, and other ministerial and technical persons.Most of the officers are transferred from the Revenue Department because they are the experts in the Land Laws, having come from root levels of administration.The forest Officers are to maintain and administer the forests under the control of the TTD.
All the officers and staff of the TTD work in accordance with the TTD Law.AS PER THIS LAW NO LAND OF THE TIRUMALA CAN BE SOLD TO ANY BODY.The transfer of all immovable properties have to be registered with the Sub-Registrar or the District Registrar.The Regisrar will not register the documents of transfer of immovable properties in TIRUMALA because the law prohibits him.The law restricting transfer of immovable properties on the Thirumala cannot be violated by any one unless and untill the law is ammended by the Andhra Pradesh Assembly.I am surprised that there is no debate about it in the Assembly or in news papers or the electronic media but your husband got a mail in this regard.The information passed through this mail is not true.Some people are there only to spread rumours and cause unnecessary tension and worries to the people.
