Unique IP thing may not work next time because, once it is known that the IPs are being tracked, it's not difficult for voters in India to vote from different cybercafes ...
The only way to make sure all the votes are genuine is by forcing all the new-comers to establish their uniqueness -- even better "Proving the id on demand" --- ie just in case a candidate objects to the inclusion of an id in the list, that id should prove its uniqueness .. of course all these are meant for the new comers as the old anonymous ids are acceptable to all the people over here.
