SCHOOL COMMITTEES The people of a village are more interested in the proper functioning of the school and none else is so interested as the villagers. They wish that their children should get proper education, they wish that the teachers should teach properly, and they wish good results and they are greatly interested in achieving excellence in every angle. This is the absolute truth. Until recently the school administration was in the hands of the mandal officers, D.E.O's and the state Government authorities. That is why the condition of the schools was so bad all these years. In order to remove such working conditions and to improve the schools at the village, mandal and municipal level for the first time in our country our beloved Chief Minister took initiative to form school committees and pass an Act by which the villagers also become partners in imparting education. By this Act the committees have got powers to supervise the developmental activities of the school. The parents and teachers are the partners of this scheme and the schools function under the management of these committees. At the school, Panchayat, mandal and municipal level it was aimed to form 1,49,195 committees and already, 1,36,000 committees were formed. Out of a total of 19,394 panchayaths 17,830 educational committees were formed and out of a total of 1,025 Mandals 961 Mandal Educational committees were formed. The school committee supervises the functioning of the school in all aspects i.e., to aim at 100 % attendance, to take steps to check drop outs construction of school buildings, to appoint teachers on contract basis, to aim at achieving good results are some of the functions of the school committees. With the formation of the school committees revolutionary steps have been taken in the field of primary education. Our chief Minister has taken steps to decentralize the school administration and he has taken steps to reform the system of education.

WATER SHED COMMITTEES The people of our country do not have sufficient knowledge how to preserve water and how to make use of it. In Israel where the rainfall is less than what we have here, implement the modern methods of preservation and they are greatly benefited by these methods. In our state also we can preserve the water and raise the underground water level by implementing the watershed schemes. By watershed method you can see that the water sinks into the layers of the earth and the underground water level is improved. By implementing this method we can remove the problem of water shortage and drought conditions. Now, in our State a sum of Rs. 847.80 Crores was spent on the formation of watersheds and 21.20 lakhs hectares of land was brought under cultivation. A part from this, the Governments under Cooparative Forest Development Schemes decided to spend an amount of 30 crores to from 3738 water sheds. By this amount 7.5 hectors of land will be cultivated. The formation of water sheds in the rural areas and soakpits in the urban areas will increase the underground water level. The Government prepared a plan for the coming 10 years to develop 100 lakhs of waste lands by spending 4000 crores of rupees. The water shed programme is greatly appreciated by all the other state governments in India.

WATER USER ASSOCIATION . On various irrigation schemes committees were formed. The farmers are the members of the irrigation committees. The powers and responsibilities are transferred to the committees on irrigation projects. This is a very important and historical step taken by our Chief Minister. Until recently the condition of the irrigation canals was in great disorder. The irrigation canals, which have been there since the time of the British Government, are kept as it is and no one thought of removing the silt for a free flow of water. Silt removal work was undertaken during the summer of 1998 and all the farmers greatly appreciated the work done by the Telugu Desam Government. The Department of Irrigation took steps for equal distribution of water to the farmers. For many decades the repairing work of the canals was given to the contractors and the bills were made and finalized both by the contractors and the engineers. This system was prevalent for many decades. The novel step taken by the Telugu Desam enables the farmers to estimate their requirements, to decide and implement something which is more useful to them and this is a very important step undertaken by the Telugu Desam Government.' In order to form the committees on irrigation the Telugu Desam government passed and Act in April 1977 and conducted elections in June 1977. In these elections about 10,292 irrigation committees were formed. In November 1997 about 174 distributory committees were formed. For major irrigation projects 3-tier farmer irrigation committees were formed, for medium size projects 2 -tier committees and for minor projects, 1-tier farmers committees were formed. After forming the committees on irrigation the Telugu Desam Government sanctioned 40 crores of rupees. The Government also allotted 164 crores of rupees to the farmer's committees for repairs of canals and in the following year a plan was made to allot 340 crores. The Government conducted workshops and seminars for the presidents of the committees to impart technical knowledge about the irrigation projects. The idea of forming committees on irrigation projects is greatly appreciated by the members of the World Bank. This new democratic setup is appreciated by much other state Governments. The Government of Tamilnadu passed an Act to implement this scheme in their state. This is an example how the other states are also trying to follow the schemes of the Telugu Desam Government.

VANA SAMRAKSHANA SAMITHI (VSS) Money is not sufficient for the happy living of man. The environment should be clean and free from pollution. There must be ecological balance. Forests play an important role in maintaining ecological balance. To grow the forests that were lost is not easy with the policies of the officers who devoured the forest wealth. Our beloved Chief Minister who observed the fact has decided to form forest protection committees. The Government of Andhra Pradesh has given a lot of importance in growing plants and making the environment green and clean. So, the forest protection committees were formed. The aim of the Vanasamrakshana Samithies is to protect the environment and maintain the ecological balance. In the joint ventures of Vana Samrakshana Samithies and the Government the yielding will be distributed among the people. These Samithies coordinate the activities between the people and the government officials. The Vanasamrakshana Samithi enables the people of a village to share the yielding of the forests without destroying them. The following are the advantages of this scheme. 1. Except wood the other yields like fruits, bark, gum etc., will belong to the people of the area. 2. The newly grown forest wealth and bamboo crop belongs to the people. 3. In 68086 villages, which are close to the forest area about 6271, Vana Samrakshana Samithies were formed. 4. Millions of people have joined hands to make this movement a great success. 5. By implementing this program it is possible to discourage the people who are migrating to the urban areas from the country side. Thus, the formation of `self-help' groups enables the Government to transfer the administrative powers to the people and thus pave the way for the evolution of real democracy in the state. Our beloved Chief Minister has encouraged the leaders, officers, and the people to play an active role in the self governance thereby evolving and forming `Swarna Andhra Pradesh'.

C.M.E.Y - CHIEF MINISTER's EMPOWERMENT OF YOUTH PROGRAMME In the total population of the country one third are youth and most of the youngsters are greatly disappointed because they haven't got Government jobs. The youth are wasting their time and energy in trying to get jobs. The Chief Minister's Empowerment of Youth Program aims at removing the disillusionment of the youth and it also aims at enabling the youth to be self-reliant and earn their livelihood by means of self reliant programs. The salient features of this scheme are: 1. The Government aims at extending the youth services to all the nooks and corners of the state. 2. The youth in the age group of 18-35 will form as a group and each group consisting of 5 to 10 members will start business units of their own. These business units would get the margin money and subsidy grants from the banks and other financial institutions. 3. During 1996-98 a sum of Rs.7077.99 lakhs was spent to start 7005 C.M.E.Y. units. During 1998-99 it was aimed at starting 43,946 units. The Government wanted to extend financial help worth Rs. 200 crores.

DWACRA The DWACRA scheme enables the women in the rural areas to get united and acquire the noble qualities of self-help, savings, self-reliance and achieve economic independence. DWACRA is the first step in the direction of empowering men to have self-reliance. Many steps are taken by the Government to unify women in this regard. Each DWACRA group consists of 15 to 17 women and there are 2.5 million poor families in our state. Nearly 50% of the DWACRA groups in our country are in Andhra Pradesh. There are 1.5 million DWACRA groups in our state. Under the savings scheme each woman has saved 1 Rupee a day and the amount accrued to 400 crores of crops fund. During 1990-94 when the Congress was in power, there were only 6000 DWACRA groups. During 1995-99 when the Telugu Desam was in power the number of the DWACRA groups increased to 1.50 lakhs. During the Congress Regime of 1990-94 all the DWACRA groups saved a sum of only sixty lakhs, whereas during the Telugu Desam Regime of 1995-98 the savings accrued upto 12,000 crores of rupees. The Telugu Desam Government gave matching grant to the amount that was saved by the women of the DWACRA groups. The Government encouraged the skills of the women in the DWACRA groups. The DWACRA BAZAR was formed in Hyderabad to sell the goods made by women of the DWACRA groups. There are no middlemen and no commission agents. There was tremendous response and

lets c what is this JANMABHOOMI movement.... The basic principle of democracy is that you can achieve progress by involving the people and by making them participants in the various developmental programmes. This basic concept is not realized by the leaders. So, the wrong notion that the Government is different from the people has crept into the minds of all. Various schemes and projects were designed without the approval of the people and the plans confined only to the paper. Because of this, progress and development has just become a mere slogan. To tell you in a word this is all due to wrong leadership and lack of vision to the leaders. The people of India have been facing leadership crisis for a long time. The leaders have no vision to give a direction to their latent talents. As long as people do not cooperate with each other, all the projects and schemes are of no use. Wise men have been warning us of this for many years. There have been no efforts to unify the people and to inspire them. The leaders thought that the new ideas may bring revolutionary changes in the people and they may disregard the higher ups. That is why no leader had made sincere efforts to unify the people and to take their cooperation and enable them to make use of their constitutional rights. The intellectuals who create new ideas and spread them in the society are like prophets. Such prophets have to face many hardships and criticism. At every step they have to face hurdles; allegations are thrown on them. Even then the prophet like intellectuals go ahead with their mission undaunted. Such people secure a place in history. Their ideology will be a guiding force to the people of the future generations. Their unifying force and insight totally changes the basic structure of the society. An apt example of this truth is "The Janma Boomi" program which is being implemented in Andhra Pradesh under the leadership of our beloved Chief Minister Sri Nara Chandra Babu Naidu. The Janma Bhoomi programme which was started about 2 years ago has become a mass movement of the people. The unity and Chaitanyam which emanated from the people needs to be channelized. For this, new programmes have been designed and the people are made partners of it and that is "THE JANMA BHOOMI". When all the Telugu speaking people work unitedly Andhra Pradesh will be a healthy, knowledgeble and ideal state i.e. it evolves into a "SWARNA ANDHRA PRADESH". The "JANMA BHOOMI" is a unique mass movement of the people.

You know the state is the first one that has implemented the wide area network (Andhra Pradesh State Wide Area Network) which is operational. Of course initially the network reaches only the district level, but the idea is to drill down below the district headquarters, and go down to the mandal level (the state has 1200 mandals).
