If u opt for CASH option (means taking everything at a time), Out of 145 million dollors 45% goes in Federal Tax and remaining amount 25% tax is NJ state tax..I dont know about other states.
If the person agrees to take 145 millions as installment (i.e. life long) he will get full money , tax free...thats what I heard.

as far as I know, it is not tax free.
the govt. give the winner 1/3 of it at first shot and the remaining in stages. the first payment is taxed, the subsequent are not taxed.
