| There are agents like Gopalan who did laison between Govt. & Great Veerappan.
I don't know under which category the veerappan and Goplan belongs to?
People say:
1. He killed many police staff;
2. Smuggling sandalwood
3. No state law can bound him
4. He can kidnap Great figures and Govt. Officers
5. He can trap any Govt.
6. He can blackmail any Govt. to get release any of his associates if they were caught.
Outof all these he is neither a Terrorist or naxalist. He is the next to God to worship. May be this is the state Govt. view being approved by central and the media ultimately some followers and believers.

Human rights do not have the power to stop any voilance against humans any where in the world; They react to massive voilance only.
They collect evidence from the media supporting their claims.
Finally it's monetory settlement only.
Human rights acts only post incidents.
