| Many people say engineering seats are vacant then what for exam?

My daughter completed 12th Grade Edn. in USA.
I enquired from different govt. bodies to find out whether she is eligibile to write EMCET EXAM (MEDICINE).
I am frustrated in my efforts as I did not get consistent reply from the concerned authorities giving clarification on the above.
Can you please help me further?
