who ever decides the candidate shall pay the amount govt. expends for by -election. then only his resignation shall be accepted

The resignation of Mr. Y. S. Vivekananda Reddy, MP of Cuddapah, from his loksabha seat, ended in his withdrawal with the orders from 'High Command'. Media created much hype on this issue. The decision to resign from the Loksabha seat, should be taken by the person or the party? Should there be any time limit for the elected members to continue in the office?
