| Many countries do conduct test before they allow any residents in their country.
Coming to the quality of the test relaibility of the tests it depends on the quality confirmity like Coke and pesticide.
We can import machines under the exemption of ED. If someone misuses or abuses the machine , system and it's network people are laid for the responsibility.
Aids can not be neglected it has to be respected.
Law alone can't do anything it's a just beginning and part of the programme to control aids spreading.
Every one needs awareness. Don't feel shy to talk about aids.

Dowry is banned in India long long time back. But is anybody stopped taking it just because of the law?
Awareness is most important and overall development of the society is most important. Laws does not help without a proper system - in fact, these laws will help increasing the corruption.
I do NOT support making a law (just becuase more laws means more corruption in India) - I support for bringing more awareness and adding more sex education to the syllabus.

1. Issue ID cards for every citizen giving the details of birth date and blood group.
2. Driving license and passports are issued based on this ID ( identification).
3. Any registration should be carridout based on the ID.
4. A developed township with medical facilities those who are suffering from this illness.
5. Agrement need to be signed those who want to marry the positive ones.
This can control the innocent vitims getting affected by the suffering people.

1) reputable cerification labs.
2) should be as latest as 3 months or less.
3) should be reachable to common person.

There should be a condition that a doctor who is agreeable to both sides must give such a certificate to the prospective bride and groom.
Though it cannot completely eradicate the evil, it helps in controlling the cheatmongers.

Rajasekhara Reddy stated that his govt. is very much in favour of making AIDS tests, a mandatory for marraige. Taking part in a workshop on the 'Role of religions in combating AIDS,' he requested all religious leaders to educate the people and also to teach the importance of ethics in married life.
He said that if youth comes forward to make the AIDS tests mandatory for marriage, his govt. would make such a law and enforces it.
Can such a law serves the purpose and AIDS be controlled? Do you support?
