| After going through your whole postings, only one point need to be clearified, that is, about the Constitutional amendment. For your kind information the choice of conductibg elections to the Civic Bodies is left to the States even though the three tier system of governance is enumerated in the Constitution of India.Even in our State we did not have Civic Body elections for many years.

I think it is a question to our constitution itself.
Is it that Banning the lower level elections or Banning the positions it self?
If it is about banishing the lowel level elections then normal people would have no chance to recover if they do any mistake at higher level elections neither they have now.
If it is expelling postions itself then our policies and constitution need an amendment which I don't think a healthy move.
Coming to the expense of elections you are talking about is nothing comapred the black money that contestants are spending. But yes the expenses that we do on these kind of things needs to be brought down.
As long as money flows in and out there won't be any threat to our economical status as such.
I think bribing money is totally different concepts whether he spends or not he will try to if he has such intentions.
I feel we are deviating from the topic. The discussion is all about current ruling whether it is good or not.
I personally feel that there is no rapid improvement or Deterioration in current Ruling and same was the case in previous ruling (though there were some 2020 impossible Dreams).
Whosoever is the ruler or whatsoever is the leading party if people do their job with determination development will automatically come and might change so called rulers.

You say black money comes out. But lot of money is being spent by the
government for conducting elections. If elections are minimised to the
elections of M.P.s and M.L.A.s only -- lot of money to be spent by
the government for the elections of civic bodies will be saved and also
the so called black money is not needed to the would have been contesting
candidates if there are no civic body elections at all. Further a person
who spends black money in the elections will always try to get back his
money by corrupt practises once he is elected. He will take bribes from
the contractors, and the contractors will lay roads, build culverts etc.
with poor quality.If there are no civic body elections at all, the necessity of black
money is also reduced.

The Parliament has Sessions for nine months in a year and the State Assemblies have Sessions for six months in a year; except for the Assembly of Maharastra State. The Mahatrastra State Assembly Sessions are held for six months in Mumbai and for six months in Nagpur in a year.
In the same manner the meetings of the Municipal Bodies or the Civic Bodies also will meet occasionally and all policy matters are resolved in this meeting. The day to day administration is run by the Executive Officers and other technical persons.
Already the law says that the M.L.A.s and M.P.s are members in the concerned Civic Bodies and they are presently attending the meetings.
When the Parliament and State Assemblies are not having Sessions, the M.L.A.s and the M.P.s go to their constituencies and work. Hence the M.P.s and M.L.A.s should utilise this time for sitting in the Civic Body meetings and take decisions of policy matters without the existing elected ward members.

How is it causing inflation?? I am not good in economics. 'BLACK Money' is coming out of politician's packets, though for illegal activities. As long as money is in the process we don't need worry about inflation I feel. We need to worry about the honesty of a voter. Let him take money (let the bribing thing happen). But he should vote considering country's future which can never happen in this kind of society.
We can count good people on fingers who we can elect I mean to say we deserve to be rulers.
Rowdys, Bandits, impotents, people who does not have basic knowledge of country, policies and it's culture and mainly Cinema people who are selfish and can't really use the terminology (which can be Censored).
Hope we see some revolutionary youth to participate and contest in elections for making the things better not though to the best.

I feel that the municipal elections to be removed completely and a different kind of administration should be introduced into the civic body adminisstration.The government spends lot of money for the municipal elections. The contesting candidates spend lot of money for their elections. As a result the economy is inflated and ultimately the people are affected. Since the elections of Members of Parliament and Assembly are inevitable, the government should make use of them for the new kind of administration.The elected Members of Parliament and the Assembly should consitute the body for the municiplalities or grampanchayats and advise the Executive Officers concerned for the day to day administration or the developmental activities.
