If they cant afford to spend in jail and ready to spend money to avoid jail...let them spend in such a way.

Those days are not far away. Everything happens with competetion in this world. Just imagine, if Salman comes forward voluntarily and says he is ready to do this for 2 years - his reputation will go up 100 times and people will praise him!
If not Salman, some other well known criminal will do that, if not today but after few more days, months or years. Then, everybody will follow the suit (and they will be forced to do it... )

For these type of people, instead of imprisonment, a heavy cash penalty should be imposed. Then, at least the Govt will get some money. If the penalty is 50 Crore, he can pay it over a period of 5 years or so, and that money can be used for Wild Life protection.
