both hounslow and eastham have enuf telugu population..but hounslow is a nicer and better area to stay rather in eastham( morover it is closer to heathrow..)..if you would like to stay in Indian areas..then you might look at Tooting and Walthamstow Central(right side area)...
a reference is not a compulsion..(ofcourse some landlords do ask for it)..Letting agents can be found in and around the town centres of the respective areas...there are a large number of letting agents in every area..so it shouldnt be tough for you to locate one in that area..alternativley...you can go through the website..
http://www.loot.com -- and check for available property in hounslow...

need a reference usually from your past landlord in uk (which you dont have ) or say from the firm in which you work saying that we are good people to be let a house,letting agencies will not processs your application until they see your pay slip (particularly after 9/11 ).so i recommend that you better stay paying 50-60 pounds per week in either eastham or in hounslow for the first month then you can approaach a letting agent.

letting agencies, you cant classify any area in london as a telugu area tjough your best bet will be hounslow.
