| whatever the story may be about ardhanareeswara, but the main reason of that avatar of shiva is to say that man and woman are both equally important in life.
siva puran, shiva mahatyam all these books gives different different stories. the meaning is both the yin and yang forces are driving this world. as the chinese says that yin and yang we say it as ardhanareeswaraa.
this is only my opinion. i tried to explain to the best of my knowledge what i got from the books.

Initially brahma lacked the power of creating woman. At that time shiva
comes out of his forth head in a form of ardhanarishwara. thats
why ardhanarishawara also known as mind born son of brahma.
I read this some time back on web, so i am not sure whether its
correct or not.
