Emissaries of Govt and Naxals to meet again on June 9 At long last, the proposed talks between the emissaries of the Andhra Pradesh government and the Naxalites began in a “conducive atmosphere” on Wednesday evening. The significance of today’s talks is that they made a “beginning”. While the government was represented by commercial taxes minister, Vijayarama Rao, and excise minister Thammineni Seetaram, the Peoples War Naxalites deputed revolutionary writer Varavara Rao and balladeer Gaddar. The participants at the negotiating table have decided to meet again on June 9, 2002 at 9.30 am to work out the workable modalities for the apex level talks between the Government and the Peoples War Naxalites. Originally scheduled for only an hour, the in-camera talks went on for more than two and half hours, a clear indication enough to suggest that the thorny issues were being discussed threadbare in every possible manner, with all its sincerity. But the beginning moment had its own anxiety and uncertainty as Varavara Rao and Gaddar protested against the reported encounter killing of a Naxalite leader Balanna of Janashakti group in Karimnagar district on Wednesday. Reported surrender of 26 Naxalites belonging to Peoples War, Janashakti and Pratighatana in Karimnagar on Wednesday too came under severe attack by the emissaries of the Naxalites. They termed the incident as having been “timed” to vitiate the spirit of the proposed talks between the government and the Naxalites. Commenting on the response of the government representatives to the incident that they did not know of it, Varavara Rao and Gaddar observed “it shows the continued reprehensible attitude of the police who are out to prove that it is they who rule the roost in the state”. They have categorically stated that much more conducive and congenial atmosphere is required for furthering the talks. Lack of information over this incident caused embarrassment to the ministers who admitted later in the day in the press briefing after the preliminary talks that they did not know of the incident. Asked if they are prepared to initiate action against the erring cops, if it was a fake encounter, they only said that they would ascertain the facts first. However, the incidents involving various groups of Naxalites and the police preceding the talks did not deter the spirit of the talks. With both the sides agreeing for the need to carry the talks further it now remains to be seen as to how far the emissaries of the government would be succeeded in getting the demands of the other side which include · Lifting of ban on Peoples War Group, at least partially to allow them feel comfortable with the apex level talks. · Withdrawal of rewards put on the heads of about 300 Naxalite leaders to ensure direct participation. · Stop fake encounters and illegal detentions to preserve and protect minimum democratic rights in the state. On their part the government emissaries suggested that the Peoples War Naxalites should not take advantage of the possible lull period, and in turn indulge in violent actions. While assuring that they would prevail upon the law and order personnel not to resort to the fake encounters, they also reportedly argued that the “protracted armed struggle” pursued by the Naxalites should be stopped henceforth. After three hours of marathon talks, both the sides have agreed to continue to pursue the course of peace talks, which are scheduled to take place on June 9, 2002. With the modalities scheduled for working out on that day, it now becomes certain that the long awaited proposed talks between the state government and the Naxalites are going to be a reality very soon. This is the first time that the talks, even if in the preliminary stage, between the government and the Naxalites, even if at the emissary level, have begun three and half decades after the beginning of the “Spring Thunder” which is now known as the Naxalite Movement.
