Jairam writes to Montek on special package to Seemandhra NEW DELHI: Even as TRS president K Chandrasekhar Rao met Prime Minister Manmohan Singh to urge him to fix the date for formation of the new state of Telangana as soon as possible, Rural Development Minister Jairam Ramesh, who is a member of the GoM on Telangana, shot off three letters to Deputy Chairman of the Planning Commission and Minister of State for Personnel V Narayanasamy requesting them to speed up the process of bifurcation of Andhra Pradesh.
According to TRS MP Manda Jagannadham, who also accompanied Rao and the delegation which met the Prime Minister, KCR thanked the PM and submitted a memorandum requesting Central help for setting up an AIIMS and IIM in Telangana, as also special status for the new state and national status for the Pranahita--Chevella irrigation project.
Since the meeting took place in the backdrop of Congress-TRS negotiations on merger or alliance, the government appeared eager to take up KCR's request of expediting the bifurcation process. With parliamentary elections not so far off, the government has little room to manoeuvre.
Also working on the Prime Minister's commitments given on the floor of the Upper House, Jairam Ramesh asked Planning Commission Deputy Chairman Montek Singh Ahluwalia to 'immediately create a special cell' to implement the package proposed for Seemandhra.
The Planning Commission special cell will be implementting 'the developmental needs of the successor state of Andhra Pradesh in their totality and also ensure adequate financing for fulfilling them.'
Similarly, Ramesh has also written to Narayanasamy to immediately instruct the Department of Personnel to constitute two committees for allocation of personnel to the two states of Telangana and Andhra Pradesh.
Of the two DoPT committees, Ramesh noted in his letter, one 'will deal with the allocation of officers belonging to All-India Services and the other will deal with the allotment of state-level service officers''.
In his letter to the plan panel deupty chief, Ramesh reiterating the commitments the PM gave to Parliament said that the backward regions of the successor state of Andhra Pradesh, in particular, the districts of Rayalaseema and North Coastal Andhra Pradesh have to be developed 'on the lines of the K-B-K Special Plan (Koraput-Bolangir-Kalahandi).
