KCR promises 'Golden Telangana' HYDERABAD: Telangana Rashtra Samiti president K Chandrasekhara Rao has declared that he intends to implement a grand plan for building a 'Golden Telangana' in the next five to six years.
Speaking for the first time at Telangana Bhavan here on Friday after Parliament had passed the Telangana bill, Rao said priority would be accorded to health care, education, information technology and power sectors besides pursuing programmes for the welfare of Dalits.
He said it would be possible to spend Rs 50,000 crore in the next five to six years in Telangana on the welfare of Dalits. Under a special component, there is an allocation of Rs 7,500 crore and it could be hiked to Rs 10,000 crore if pressure could be exerted on the Centre.
'In five years we will be spending Rs 50,000 crore and imagine the kind of change that would take place in the lives of Dalits if this is done,' he said and reiterated that he was committed to allotting three acres of land to each Dalit family. He also said there would be 12 per cent reservation in education and jobs for tribals in the new state.
Referring to the acute problem of housing, he said he was seized of the issue. 'Housing for weaker sections does not mean a one-room dump. It will be a two-bedroom house with proper toilet in an area of 125 square yards,' Rao said after inducting three legislators of Telugu Desam into the TRS at his party office.
He said his dream had been to ensure compulsory conv]nt education to school children in Telangana. 'Children will go to schools to which IAS officers' children go,' he said. Among welfare measures, he was contemplating to pay Rs 1,500 as pension to physically-challenged persons and Rs.1,000 as pension to widows.
This apart, quality medical care will be made available to the people. They would get superior medical treatment at government hospitals. 'The present system is intended to benefit corporate hospitals.
But in Telangana state, there would be a primary health centre (PHC) at every mandal headquarters, area hospital at taluk centre and a mini NIMS-like hospital at the district headquarters,' he said.
The TRS chief said that to tone up administration it would be necessary to reorganise districts. 'There will be 24 districts in the Telangana state. As electric power is the lifeline of farmers, there will be focus on improving electricity generation in Telangana. In the next two to three years, there will be an addition of 15,000 mw of power generation.
He dismissed as baseless the contention that land rates would crash after division of the state. On the contrary, they would go up once the Information Technology Investment Region (ITIR), sanctioned for Hyderabad, went full steam, he claimed. There would be fillip to the IT sector and efforts would be be made to attract more investments into Hyderabad, Chandrasekhara Rao said.
