All files of AP government to be digitised Hyderabad : As part of preparatory work for the formation of Telangana and Andhra Pradesh States on June 2, the government has taken up digitisation of files and decided to outsource the task to private vendors.
According to the estimations of the government, there are 2.13 lakh current files and 1.85 lakh disposed files for Andhra Pradesh. Telangana has 2.07 lakh current files and 1.71 lakh disposed files. Two States would have 1.16 lakh common current files and 1.83 lakh disposed files.
All put together about 10.77 lakh files were there for digitisation. In this background, the Chief Secretary held a meeting with all special Chief Secretaries, Principal Secretaries and Secretaries to the State government, asking the officials to complete the preparatory works by May 31.
He also issued certain instructions, including formation of Apex Committee and Subject Committees. As per the directions, the Information Technology, Electronics and Communications department was mandated to organise the scanning and digitisation of files of all the Secretariat departments.
The Chief Secretary has also ordered for constitution of a committee for finalisation of vendors, procedures, rates, schedules and all matter.Accordingly, a committee was constituted under the chairmanship of the Special Chief Secretary, Planning department.
The committee has examined the infrastructure capability of all the vendors such as availability of scanners, desktops and manpower and decided to allot the Secretariat departments and Heads of departments to the finalised small and medium enterprises for undertaking the work.
The committee has decided that the budget required for the scanning and digitisation process shall be placed at the disposal of Information Technology, Electronics and Communications department.
Since this work is going to be voluminous and to be carried out simultaneously at multiple locations, the committee has defined the roles and responsibilities of all the agencies involved.
The government fixed the rates for scanning and digitization. The committee allotted departments to different small and medium enterprises (empanelled vendors).
