KCR's demand on staff allocation has merit


 
HYDERABAD: Though state government officials will finalise and send the lists of the names of state-cadre employees to the central government by Saturday night, the officials have now realised that the provisional allocation of employees itself will create a lot of problems.

Several top officials involved in the work of allocation of state-cadre employees are endorsing the viewpoint of Telangana chief minister designate K Chandrasekhar Rao that T-employees should serve the Telangana government and no Seemandhra employee should be allotted to the T-state.

'Rao's statement will sound a warning to Seemandhra employees who, by any means, want to settle down in Hyderabad,' an official said. It means that the officials at the work are fully supporting Rao's statement.

The staff of the Board of Intermediate Education led by C Vithal called on CR Kamalanathan at the Secretariat on Friday. They explained that of the total seven posts in the BIE, four were allocated to Andhra and three to Telangana.

But, of the seven employees five are from Telangana and two from Seemandhra. Thus, two employees, including Vithal, have to work for the residuary AP state. The Telangana employees do not want to work for AP government.

At the same time, they are also opposed to allowing Seemandhra staff to work for T. 'The BIE employees' demand is genuine. But, if their case is considered now, the procedure adopted for the allocation of staff between Andhra and Telangana has to be changed. It is not possible now.

Let the employee serve either T or AP provisionally. Later, their problems can be resolved in final allocation,' an official felt. But, how have Vithal and others come to know that they will have to work for AP even before the provisional allocation is made?

'Vithal is a senior leader and he might have got the information from within his own department,' an official explained.

Reacting to the representation submitted by Vithal and others, Kamalanathan immediately forwarded the same to the finance department with a suggestion that the T-employee should serve only the T-state. If there are vacancies in the T-state, the T employees should be adjusted in T only and see that they should not be asked to serve Seemandhra.

Meanwhile, officials are busy finalising the lists of employees to send the same to the central government. 'We have to finish the list of the health department. The work will be completed by Saturday and the list will be sent to the Centre by night,' an official told.

Then, the Centre will issue an order stating that all the district, zonal and multizonal employees deemed to have been allocated to the states where they are currently working.

For the state-cadre employees, the Centre will issue department-wise orders with the names of employees allocated either to T or AP.

The orders are likely to be issued by May 27 or May 28, after Narendra Modi takes oath as PM. If the announcement of central cabinet is delayed, the prime minister can sign the orders.

If the cabinet is constituted immediately, then the minister in charge of the department of personnel and training (DoPT) will issue the orders, an official explained.
