Countdown begins for new states Hyderabad: The countdown has started for the Appointed Day, heralding the physical formation of Telangana and residual Andhra Pradesh States. With the D-day being just a week away, the authorities are gearing up for the transition period, which would be observed as 'Zero Week' so that the paraphernalia of the transition can be moved to their respective places.
In the next week, the government would focus its attention on moving the persons, data, furniture and files to the respective secretariats so that they could start functioning by the end of the week.
Chief Secretary PK Mohanty said that any dry run of sorts might not be taken up. Officials involved in the bifurcation process have completed allotment of posts and persons to the two new governments.
Segregation of files between the both governments has also been completed and the staff of secretariats of both States would take care of them in this week.
The financial closures were completed and the reports were sent to the auditor general for clearance. Heads of accounts were in place for the both the governments.
Finance Department principal secretary PV Ramesh said that the financial transactions were more or less completed on May 24 and the reports were sent to the AG for clearance.
He said that there might not be any major grants. However, emergencies would be considered. He said that no major administrative and policy decisions would be taken up in the next week so that things would be clear by the appointed day for the two new governments.
Another senior IAS officer Sambob, who is actively involved in the bifurcation process, said that the list of the employees being allocated to the two States' secretariats would be available by middle of the week and the persons would physically occupy the departments by the end of it.
The Centre might complete the officers of IAS and IPS allocation by creating Telangana cadre officers in this week. It has to facilitate appointment of heads of the departments in civil and police administration to the both governments.
