Polavaram bill halted in Parliament New Delhi, July 8: The Polavaram ordinance which is aimed at transferring seven tribal mandals of Telangana to Andhra Pradesh post bifurcation of the state has been halted for a while in the Parliament.
When the scheduled business of Polavaram came up for discussion in Lok Sabha, Union Home Minister Rajnath Singh stood up amidst vehement protests by MPs from Telangana, Odisha and Chatteesgarh and informed the house that his Government is in the process of obtaining the recommendation of the President in this context. He said the business over the amendment is postponed till the President's recommendation is received.
The TRS MPs have raised objections in the Parliament for tabling the bill related to Polavaram ordinance without the consent of the President. They contended that the bill cannot be made into an Act unless the President gives his opinion or final word.
Before the start of session TRS have given a notice to the Speaker against the bill. TRS Deputy leader in Lok Sabha Vinod Kumar met the Lok Sabha Secretary General and issued a notice.
Vinod Kumar mentioned in his notice that the business cannot be conducted until the President conducts and completes his duty and send the bill to Parliament. The party has been arguing that the bill should be sent to concerned state Assembly before trying to change the borders of the state.
With this, the Home Ministry is said to have sent the bill to the President.It will only decide on the bill after president decision. While the Modi sarkar escaped for a while, it needs to be seen what approach they take now, before the Ordinance lapses in the stipulated 6 weeks.
However, a senior minister in the union cabinet is said to be trying to get President's approval in next 3-4 days for introducing the amendment into Parliament without following the Article 3 process.
Some TRS leaders went on to say that Union Government withdrew the bill as TRS is opposing it strongly.
