Who is KCR to fix 1956 as cut-off year HYDERABAD: Strongly opposing the Telangana government's decision to fix 1956 as the cut-off year to determine the nativity of Telangana students, Andhra Pradesh HRD Minister Ganta Srinivasa Rao said that his government would take legal recourse on the issue and urge the Centre to intervene in the matter and direct the Telangana government to withdraw its decision.
The Telangana Cabinet approved 1956 as the cut-off year to determine the nativity of Telangana students. Speaking to reporters at Secretariat here, the HRD minister took exception to Telangana Chief Minister K Chandrasekhar Rao's decision to fix 1956 as the cut-off year to determine the nativity of the students for fee reimbursement and said that KCR's decision was unconstitutional and politically motivated.
'KCR is forgetting that Telangana state is not Vatican city to have a separate Constitution and that it is part and parcel of Indian union', he remarked.
He said that a state government cannot unilaterally decide on nativity as there are Presidential orders, national guidelines, six-point formula, Article 371-D and Andhra Pradesh Regulation of Admission order of 1974 to determine the nativity of a person.
'Though the Telangana government is claiming that the 1956 cut-off would be applicable for fee reimbursement only, we fear that this will be used in employment opportunities and other fields as well,' he asserted. 'They may even ask the non-locals to leave the state,' he remarked.
'We are not bothered about the fee reimbursement issue as it is the prerogative of the Telangana government to decide on the issue. We are worried about the nativity issue as it deals with the future of lakhs of people settled in Telangana,' he pointed out.
